WACC Meeting Minutes 11/02/19
WEST ARDNAMURCHAN COMMUNITY COUNCIL
MINUTES OF MEETING HELD AT THE KILCHOAN LEARNING CENTRE, KILCHOAN ON
MONDAY 11th FEBRUARY 2019 AT 7PM
1. WELCOME AND APOLOGIES

Apologies were received from, Cllr’s. Andrew Baxter (AB), Iain Ramon (IR) and Cllr.
GCC welcomed everyone present to the meeting.
2. MINUTES OF MEETING HELD 14 th JANUARY 2019
The minutes of the meeting held 14 th January 2019 were adopted as a true account of
GCC confirmed that further discussions had taken place with Ardnamurchan Estate
on the issue of woodcock shooting close to housing and public roads. The estate had
confirmed that the shooting was legal and carried out by experienced personnel with
full safety instruction and that it also contributed to the local economy.
Some members of the public raised further concerns over shooting near to housing.
A discussion followed on the lack of communication from the Estate to the wider
public when shooting is taking place. JC advised that several years ago any shooting
being carried out on the estate was notified in the visitor information centre and that
this seems to have stopped.
It was agreed that it would be helpful if some form of warning be issued by the estate
whether by maps posted in the community centre or a red flag system and that
guidelines on shooting near to housing were followed.
MM also raised a concern on environmental issues of the shooting of woodcock a
species which is on the red RSPB endangered species list with many estates having
now stopped this practice.
Action; GCC to take up the issue of communication with the estate.
A lively and passionate discussion took place where GCC asked members of the
public present to outline their concerns over access to the hills and to public rights of
way, most of which involved access over Ardnamurchan Estate land.
GCC confirmed that a meeting with Ardnamurchan Estate and the Highland Council
Access Officer had been arranged which he had been asked to chair. The key points
being taken to this meeting were;
Access in Glenborrodale via the public right of way through the woodchip plant
Locked gates with no pedestrian access
Fencing
It was agreed that a minute of the meeting would be taken.
Action. GCC to report back following attendance at the estate meeting
5. FINANCIAL UPDATE
3.1 Payments Received;
PM confirmed that a payment of £12 would be sent to UHI for the use of the learning
A payment of £100 had also been approved in relation to a local event. GCC
confirmed that approval for this payment had been given by Dot Fergusson, Highland
PM confirmed the current balance is; £1888.04 and that with the proposed payments
GC requested that the community council have a representative at the next Lochaber
Health and Social Care Re-design steering group meeting. GC confirmed that she
was available to attend the next meeting but could not commit to making them all.
GC confirmed that a meeting would take on Thursday week in relation to the Dalmhor
Care Centre. She also confirmed that a public meeting would also take place and the
date for this was confirmed after the community council meeting as the 28 th of March

MM led a discussion on surgery hours and slots for emergency appointments made
on the day. JC confirmed that she was not aware of any changes to surgery hours
SC confirmed that an email invitation had been sent to Highland Council’s Senior
Roads Engineer Mark Smith reference his offer of a daytime meeting with community
council members. SC had asked Mark Smith to propose some dates that he could be
available so that these could be put to members. The e-mail was sent on the 17 th of

GCC outlined that these must be reported online to Highland Council which will
generate a case number as previously outlined at a previous meeting.
GCC confirmed that the fault reporting system does work with a live case been raised

8. BT SERVICES/BROADBAND
GC confirmed that BT are now taking orders for Broadband via fibre in the
Glenborrodale area with dates of July to December being quoted which are probably
questionable.
9. POLICE UPDATE
An e-mail update had been received prior to the meeting from PC Angie Campbell
There was a theft from the woodchip plant at Glenborrodale a few weeks ago which is

10. CORRESPONDENCE
There were no planning applications brought before the community council this

30/01/19; E-mail updates from Elaine Stokes reference the planning application for
the emergency services telecommunications mast at Branault.
Elaine Stokes who was present at the meeting confirmed that there were still issues
with the preferred location put forward by the Branault residents with one of the main
issues being that it conflicts with a broadband mast installed by Sunart Telecom. A
possible solution to this being the sharing of a mast at this location. A further
response to this is awaited from Mono Consultants who are acting as agents for the

11. Corran Ferry Consultation
No further updates were available.
12. AOB
MM confirmed that a letter of thanks be sent to Cal Mac in relation to a recent
additional sailing between Tobermory and Kilchoan to allow attendance at a funeral.
MM confirmed that she had correspondence from Mary Jean Devon a councillor on
Mull who is proposing that this service be reinstated. It was agreed that MM would
forward a letter of support on behalf of the community council.
12.3; Update on Yurt
PM provided an update on this and confirmed that she would be writing to the
SC confirmed that he had no reply from the WACDC following an email enquiry to set
up a community council page on their website. SC confirmed that a blog page could
be used for this and would set this up on the WACC g-mail account
13. NEXT MEETING
The next meeting will take place on 11th March 2019 at 7pm in the Kilchoan Learning
Centre.

and that there should always be a slot for a same day emergency appointment.

7.1 Update from Highland Council
Roads Engineer Mark Smith reference his offer of a daytime meeting with community
council members. SC had asked Mark Smith to propose some dates that he could be
available so that these could be put to members. The e-mail was sent on the 17 th of
January and SC confirmed that no response had been received.
Action; SC to escalate with councillor assistance.
7.2 Review of open road maintenance cases
GCC outlined that these must be reported online to Highland Council which will
generate a case number as previously outlined at a previous meeting.
