Draft Minute of WACC meting 18th January 2021

WEST ARDNAMURCHAN COMMUNITY COUNCIL (WACC) DRAFT MINUTE OF THE MEETING HELD ON MONDAY 18 January 2021 AT 7PM (via MS Teams) 1. Welcome and apologies Present: Chair - Rosie Curtis (RC); Vice Chair - Jessie Colquhoun (JC) Secretary - Jim Frame (JF); Treasurer - Mairi Hunter (MH) Gill Calver (GC); Sarah Houston (SH); Davie Ferguson (DF) Attending: 7 members of the public Apologies: Bert Cameron The Chair welcomed all present and attending. 2. Approval of previous Minute (Monday 2nd November 2020) – proposed by SH, seconded by JC. 3. Matters Arising 3.1 Road repairs - no response received to previous emails. Sec’y to re-write and highlight concerns raised at previous meeting re roads in vicinity of Laga/Camus Inas. (Noted that some intermittent repairs/patching had been carried out in late December by HC on road surfaces in Ormsaigbeg and on lighthouse road). Action sec’y (note – sec’y emailed HC Roads on 19/01/21) 3.2 NHS services i) Emergency Responders (ER) and Remote consultation (‘Telehealth’) facility, Kilchoan – RC has liaised with A Knox (AK) of Scottish Ambulance Service – existing Emergency Responders continue to provide an excellent and invaluable service. Training of 3 new assistants for the ERs has been delayed/postponed due to Covid restrictions – AK aiming to meet with them in Feb/March to agree training plan. Similarly, there are Covid-related delays in the implementation/roll-out of the new ‘Telehealth’ facility. ii) Dail Mhor Care Home, Strontian – consultation ongoing – no further update. 3.3 Corran Ferry steering group – no update. GC intimated that there had been a positive response to the 2-ferry option and consultation was ongoing. 3.4 De Tha Dol charges – i) Sec’y still waiting for responses from 2 members on the question of resuming submission of WACC Minutes to De Tha Dol; ii) Sec’y also apologised for oversight in last Minute – in addition to WACC blog page, mailing list and local noticeboards, tha WACC Minutes and other Notices are also published on ‘Ardnamurchan Life’ blog and on WACDC Facebook page – many thanks to Susan Ellis for that. 3.5 Kilchoan Church building project – detailed plans not yet received from consultant – site clearing work underway. 3.6 B8007 Glenmore Bridge replacement works – work not anticipated to begin before 2022. 3.7 Kilchoan-Tobermory ferry cancellation without notice – Sec’y to contact CalMac with question re contingency plans for replacement vessel in the event of breakdowns or other problems with current vessel. Action Sec’y (note – sec’y emailed CalMac on 19/01/21). 3.8 Glenborrodale telecoms mast – no further action at present. Company responsible for installation of the mast will consult with WACC in Spring 2021 re painting of top half of mast. Local resident of Glenborrodale attending the meeting, spoke to ongoing private petition and intimated that a good response had been received to date. He is prepared to speak to anyone interested in the case and his contact details are available from WACC Sec’y on request. 4 Treasurer’s Report Current a/c balance stands at £800.37. Invoice for poppy wreath received and will be paid shortly. Treasurer to contact Clydesdale Bank to pursue new account options and will liaise with Secretary. Action Treasurer & Sec’y. 5 Secretary’s Report Planning consultations received– i) Site for letting accommodation, north of Wee Hoose, Sanna – noted, no comments; Correspondence – i) Lochaber Health & Social Care Redesign Steering Group – invite to meeting on 17th Dec; ii) Further comms re Glenborrodale telecom mast – covered in agenda; iii) Scottish Land Commission – invite to virtual meeting 16th December; iv) Arthur Watt Consultancy – Kilchoan Church building project – confirmation that detailed plans will be forwarded to WACC in the new year; v) Highland Council (HC) – development plans consultation; vi) Lochaber Health & Social Care Redesign Steering Group – notes of meeting 17 November 2020; vii) WAJA – jetty repair appeal goes live; viii) HC – reminder of consultation on Housing in the Countryside Supplementary Guidance review (can DF add anything here?); ix) HC (Dot Ferguson) re festive period resilience; x) HC Policy team – THC guidance on helpline and signposting for mental-health wellbeing (shared with members and mailing list); xi) Kilchoan (Ardnamurchan Parish) Church prospective purchaser query – shared with members; subsequently updated and removed from agenda – no need for further consideration; xii) Scottish Boundaries Commission – news release and reminder of consultation closing date; xiii) HC – Community Resilience Group update – shared with members; xiv) HC – Inclusion Scotland event and survey – shared with members; xv) HC – Community Resilience Group update – shared with members and mailing list; xvi) West Lochaber Hospital Transport Project (WLHTP) car – request for funding assistance to cover fuel costs (referred WLHTP to HC local Covid resilience fund); xvii) HC – HQ Planning Technicians – registration of WACC for Consultee Access for planning consultations – confirmation email sent; xviii) NHS Highland – Lochaber Steering Group – dates of future meetings; xix) Heilan Loos – poster advertising s.t. emptying services – shared with members and mailing list; xx) HC – Community Resilience Group update – shared with members; xxi) HC – Lochaber Community resilience meeting – invitation to CCs – shared with members – Chair to attend; xxii) Orbit Communications – invite to 10th Scottish Empty Homes conference (online) – shared with members. 6 AOB i) A member of the public (MoP) attending expressed thanks to community for the work put in to removing the ruins of Sanna church; ii) A MoP attending expressed support for holding all future WACC meetings online; iii) DF confirmed that any articles deposited in the textile bank should be bagged and tied, and the main recycling container (which will be changed every fortnight) should only be used for recyclables as listed on the notices posted on it; 7 Date of next meeting Monday 8 February 2021 at 7.00 pm via MS Teams. All subsequent meetings to be scheduled for 2nd Monday of each month. 8 Close The Chair thanked everyone for their attendance and participation and closed the meeting.
